Uniform is Dutch (albeit not the official one), license plate on the
truck is Dutch, therefore it's safe to say that this is not in France,
it's in Holland!

It's indeed Dutch, it might be even in Rotterdam, The Netherlands,
during the the "Fast Forward Dance Parade" (FFDP), a yearly event, last
one held only a few weeks ago.
Probably even the Nieuwe Binnenweg, nearby the "Eendrachtsplein"
(streets in Rotterdam) to be more precised! ;-P
